So are you a startup or post IPO? I wouldn't metric until I was post IPO. Version control and a bug database is just about all a startup will tolerate.

I'm looking for recommendations on a package to manage development tasks, bugs, and customer issues. I run the Product Development group for a packaged software company and I'm hoping to replace the legacy home grown app we use today. Some of the important features we are looking for:
From Development: 25 devs
1. Maintain workflow & information on a bug.
2. Handle multiple versions/platforms in the same bug report
3. Tightly integrate with version control - prefer PVCS but open to changing
4. Include tasks for features or improvements - not just bugs
5. Work with issues on multiple languages/platforms - Cobol, C/C++, VB, .NET and J2EE.
6. Include time management(not required, but would be really nice)
7. Good analytics on productivity, QA rejects
8. Web interface for remote/off shore development
9. Bonus if multiple developers could be assigned to one task
From QA: 12 QA reps
1. Ability to change status of bug per version/platform (when a bug crosses platform and version, we prefer to verify on each platform.)
2. Good analytics on productivity
From Customer Service and Professional Services: 80 staff
1. Accept issues from customers via web interface, email would be a bonus
2. Independent workflow and access to issues seperate from development's issues.
3. Issues can be turned into a bug once reproduced.
4. Time tracking
5. Good analytics. Avg life of issue, response time, etc..
If these need to be seperate packages, I'd like to hear it, although I'd prefer a single package.
We are not a startup. About 16 years old, gone public, then private, and now we are aquiring other companies so I'm looking for something that can scale.
We use PVCS today for source control and a home grown app for issue tracking. An obvious option is Serena's TeamTrack. The other one I'm looking at is Seapine's Testtrack. But I'm looking for other options.

Just in case you still looking, ExtraView (www.extraview.com) is a good product that is worth a look. They also have a program where you can use it for free for the first 5 developers.
